The Demise of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of opposing developments captured the harsh reality of the current period. By day, political struggles are fought: positive announcements are released from different nations. Immense energy is allocated on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a capacity afforded by current data. From vantage locations, defense planes that had been dispatched to engage hostile aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems thundered: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through allied countries. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to grim resignation: maybe the approaching threat won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.

Persistent Threats

Not long after, a large-caliber weapon engaged a unmanned aircraft close by, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and utility failures in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's vital need on Western support – a need that regional partners are demonstrably unable to fill in the immediate future.

Failed Diplomacy

The comprehensive proposal from US administration provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, certainly, continue.

Tactical Assessments

It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration functions according to a premise understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unfeasible to force Russia to relinquish the areas that it presently holds in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does minimal to discourage Russia, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a entire defensive failure until circumstances change in its advantage.

Present Conditions

Objectively, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a just a single week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
